Dear Douglas County Criminal Justice Coordinating Council Member:

You have accepted a big responsibility by agreeing to sit on the Douglas County Criminal Justice Coordinating Council. Thank you for your leadership. It’s my hope that you and your colleagues will create a local criminal justice system of which we can be proud.

As a first step, I urge you to hire one of the three technical experts that The MacArthur Foundation has used for the Safety and Justice Challenge. These groups have a proven track record of identifying and implementing safe and effective alternatives to incarceration.

I urge you to do this because :

* There is little causal connection between improved public safety and an increased use of incarceration;
* Nearly 75 percent of the population of both sentenced offenders and pretrial detainees are in jail for nonviolent traffic, property, drug, or public order offenses, and;
* No matter how disadvantaged people are when they enter jail, they are likely to emerge with their lives further destabilized and, therefore, less able to be healthy, contributing members of society.
